Third Reading of Bill C-29, A second Act to implement certain provisions of the budget tabled in Parliament on March 22, 2016 and other measures

Honourable senators, I rise to speak to the amendment to Bill C-29. Bill C-29 was referred to the Senate Committee on National Finance in the fall. It's quite a large bill, and committee members spent a significant amount of time reviewing the various clauses. During committee meetings this fall on Bill C-2, Bill C-29 and Bill C-35, we consistently heard from witnesses that the tax code is extremely complex. The last time Canada's tax code had a major overhaul was back in 1966, 50 years ago. Al…

Third Reading of Bill C-2, An Act to amend the Income Tax Act

Honourable senators, I would like to say a few words about Bill C-2, but I would like to start off by thanking Senator Day and Senator Smith for their remarks. I can assure you I won't be as animated as Senator Smith when I deliver my remarks. However, I want to speak because I'm a member of the National Finance Committee which recently studied the bill. We conducted our study of Bill C-2 between October 25 and November 22. As Senator Day has already said, we conducted six meetings. We heard f…

Third reading of Bill C-15, An Act to implement certain provisions of the budget tabled in Parliament on March 22, 2016 and other measures

Thank you, Your Honour. Senator Smith and Senator Carignan have given a thorough overview of the budget, but I would like to make a comment on a few areas. Specifically, I have five areas I want to make comments on and bring to the attention of my colleagues. With regard to the budget bill, the first issue I would like to raise is the discrepancy between the Main Estimates and the budget — this happens every year — and also the necessity of having Supplementary Estimates (A), (B) and (C). There…

Third Reading of Bill C-14, An Act to amend the Criminal Code and to make related amendments to other Acts (medical assistance in dying), as amended

Honourable senators, I'll begin by speaking about safeguards. Bill C-14 outlines numerous safeguards which are essential to prevent errors and abuse in the provision of medical assistance in dying. For example, "safeguards" are defined on pages 6 and 7, and they have been debated at length in this chamber. We all recognize that the safeguards must be respected when medical assistance in dying is provided to another human being. Under clause 4 of the act, medical practitioners and nurse practit…

Second Reading of Bill C-14, An Act to amend the Criminal Code and to make related amendments to other Acts (medical assistance in dying)

Honourable senators, I rise today to speak to Bill C-14, An Act to amend the Criminal Code and to make related amendments to other Acts, or as we know it, medical assistance in dying. Medical assistance in dying is new to Canada. While a few countries and states do provide medical assistance in dying, we in Canada are now addressing the issue because the Supreme Court of Canada has forced Parliament to legislate medical assistance in dying after its unanimous decision in Carter v. Canada. The S…

Speech on the inquiry of the Honourable Senator Frum (Human Rights Abuses in Iran)

Honourable senators, multiple Iranian sources have reported that the election of a more moderate Iranian president in 2013 has not helped improve the human rights situation in the country. Despite the change in leadership, hundreds of Iranians remain behind bars as political prisoners, many of them enduring torture and long durations in solitary confinement. I wish to share with you my particular concern for Mr. Saeed Shirzad, a prisoner of conscience who was detained in Raja'i Shahr Prison, re…

Second Reading of Bill S-204, An Act to amend the Financial Administration Act (borrowing of money)

Honourable senators, I rise today to speak to Bill S-204. I listened with great interest to Senator Moore when he spoke to this bill before us today. I also read the speeches of our colleagues who have spoken on Bill S-204 and to the many other versions of this bill and reviewed the testimony of expert witnesses who have appeared before the Standing Senate Committee on National Finance. As Senator Moore points out, there is an historic role for parliamentarians to set limits on how much the go…

Second Reading of Bill S-214, An Act to amend the Food and Drugs Act (cruelty-free cosmetics)

Honourable senators, I rise today in support of Bill S-214, An Act to amend the Food and Drugs Act (cruelty-free cosmetics). As an avid animal lover and supporter of the SPCA, I could not pass up the opportunity to speak to such an important bill, a piece of legislation quickly becoming the way forward in the global cosmetic market. I would like to express my support for Bill S-214 and explain why Canada should unite with its counterparts in the cruelty-free movement. The European Union and Eu…
